City of Hoboken Sends Reminder About E-bike Registration

In an effort to regulate commercial delivery services, Hoboken is now requiring those who use electric bikes or scooters for delivery to register with and receive a license from the City as of this fall, as well as take a quiz, pay a small fee, and wear a high-visibility yellow vest when delivering. The news comes after a proposal to license those who use e-bikes for delivery was previously passed earlier this year. In addition, the City recently reminded residents that those who use Class 3 e-bikes (for both delivery and recreational use) must have their vehicle registered with the New Jersey Motor Vehicle Commission (NJMVC) under state law. What to Know

The City of Hoboken released details on how to align with the new e-bike delivery requirements via a Nixle alert on Wednesday, September 4th, 2024. The ordinance requires all those who use e-bikes (Classes 1, 2, or 3) or scooters for commercial delivery to register with the City, obtain a license from the Hoboken Parking Utility, pass a short quiz on commercial e-delivery, and pay a $5 registration fee.

Those who use electric bikes for delivery must apply for a license in-person at the Hoboken Parking Utility service window. The Parking Utility is located at Hoboken City Hall (94 Washington Street).

After filling out the application, riders must pass a five-question test with a score of 80% or better, either in person or online. Those who wish to take the test online can do so here.

After passing the test and paying the $5 registration fee, e-bike riders will receive a high-visibility yellow vest and a numbered license. These licenses are valid for two years and can be renewed with the Department of Transportation + Parking.

Those who use e-bikes or scooters for delivery must wear their vest and carry their license when making a delivery. A fine of up to $50 may be issued for not wearing the vest while delivering, and after three offenses, a notice will be sent to your delivery company. Delivery riders are also reminded not to ride on sidewalks and to please follow all rules of the road, including obeying traffic lights and signage.

The above requirements apply to any delivery driver using an e-bike, regardless of the class of bike (1, 2, or 3).

Those using a Class 3 e-bike for recreational use (not for delivery) must have their vehicle registered with the New Jersey Motor Vehicle Commission (NJMVC) under state law. The City reminded residents of this requirement via an announcement on Friday, November 22nd. Hoboken Police noted that those found operating an unregistered Class-3 e-bike will receive the appropriate summons and face fines of up to $100 for each violation. In addition, the bike will be impounded at the owner’s expense. Please note that the registration requirements do not apply for Class 1 or Class 2 bikes that are being used recreationally.
