15th + Garden Streets in Hoboken to Close for 4 Months Starting 7/7

Since mid-April, portions of Jersey Avenue have undergone intermittent closures as part of an ongoing project called Rebuild by Design Hudson River (RBDH), which aims to install a sliding floodgate designed to mitigate the impacts of storm surge events in areas of Hoboken, Jersey City, and Weehawken. On June 21st, 2025, areas between Harrison Street in Hoboken and 18th Street in Jersey City officially reopened. Now, the Resist contract is preparing to roll out its next phase of construction, which will close parts of 15th and Garden Streets in Hoboken to vehicular through-traffic starting July 7th, 2025. About the 15th + Garden Street Closure

As a part of the next construction phase of RBDH, several areas between 15th and Garden Street will be closed 24 hours a day for the next four months. Beginning on July 7th, 2025, this includes 15th Street from Park Avenue to Bloomfield Street, Garden Street between 15th Street and 14th Street, and the alleyway between Garden Street and Bloomfield Street.

This construction period will focus on excavation activities for the reinforced structure, the pouring and curing of the monolithic foundational slab for the gate, PSE&G utility relocation work, installation of gate rails, new concrete curb and sidewalk installation, gate installation, form and rebar work, and roadway paving and re-striping.

How Will Traffic Be Affected?

To mitigate traffic, Hoboken will implement traffic signal timing changes at 11 intersections, install up to three Portable Variable Message Signs, and deploy new Miovision cameras at specific intersections to monitor and manage circulation.

New pick-up and drop-off zones for Hoboken schools and designated loading zones for deliveries and resident shuttles are also planned for Bloomfield Street and 14th Street.

What Will Remain Open?

  • Parking garage access for 1499 Park Avenue + LAZ Parking Garages
  • Sidewalk access on the south side of 15th Street between Park Avenue and Garden Street, Garden Street + Bloomfield Street, and the west side of Garden Street from 14th Street to 15th Street
  • Temporary emergency access along 14th + Garden Street

During this period, temporary pedestrian access to a portion of the alleyway between Garden Street and Bloomfield Street has been restored. Additionally, local police officers will direct traffic at key intersections as needed.

About the Rebuild by Design Project

The Rebuild by Design Hudson River project, expected to be completed by summer 2027, is a comprehensive flood protection system designed to safeguard portions of Hudson County against storm surge flooding events, such as Hurricane Sandy, which “inundated the [Hoboken] with over 500 million gallons of water, causing more than $100 million in private property damage,” according to a Nixle alert.

Several Resist structures, which will prevent water from the Hudson River from entering the City via the Long Slip Canal in the southern part of Hoboken, will be integrated into the urban landscape across Hoboken, Jersey City, and Weehawken. This will remove approximately 80 percent of the City from the FEMA-designated floodplain, per a press release.
